City Says Ads on Comal ISD School Buses Are Not Mobile Billboards
Friday, August 12th, 2011
New Braunfels, TX)  --  The City of New Braunfels has given the green light for the Comal ISD to have advertising on the sides of their school buses, after the city’s interim City Attorney looked over the issue and decided that those ads don’t violate the city’s ordinance on mobile billboards.  Basically, the ordinance has two parts:  An ad must be considered “off premise” which the school bus ads are…but they must also NOT be parked within eyesight of a public road.  So since the buses are parked at night behind a fence, and behind a district administration building, they do not meet the standard set for mobile billboards.  Additionally, in order to comply with the letter of the law, buses parked unattended at football games or band competitions will need to park with the ads facing away from any public street.

Mobile billboards became a hot-button issue towards the end of last year after members of City Council noticed a new business in town that put rotating billboards on the back and sides of a large truck, selling advertising space to local businesses.  Those trucks made quite an impression, especially at last year’s Comal County Fair Parade, which sparked interest on Council about discussing a ban on those kinds of trucks in order to control aesthetics in the city, through its much-debated sign ordinance.

Vince Koegle is one of the owners of those trucks, and we asked him about the opinion issued this week by the city dealing with the ads on the sides of Comal ISD school buses.  To hear what he has to say about the city’s decision, just click the Audio Clip link below.   http://kgnb.am/news/city-says-ads-comal-isd-school-buses-are-not-mobile-billboards

The ordinance regulating the parking of those mobile billboard trucks goes into full effect the day after Labor Day in 2012.  As for the Comal ISD, all funds generated by the sale of ad space on school buses will go toward the purchase of new buses for the district.

Comalisd board report- May 26, 2011-Guaranteed Maximum Price for the Elementary School in Indian Springs

The School Board unanimously approved a guaranteed maximum price of $15.5 million for the construction of the elementary school in the Indian Springs subdivision in Bexar County.

Construction is expected to begin in June with completion slated for the beginning of the 2012-13 school year. The design of the elementary school is similar to Kinder Ranch Elementary School, which is on line to open for the 2011-12 school year, and Garden Ridge Elementary School, which opened this school year.

Headline: Comal ISD breaks ground at on future elementary school at Indian Springs subdivision
Description: Under a welcomed, overcast sky on Tuesday morning, Comal ISD school board members, administrators, and architects and general contractors conducted the symbolic breaking ground ceremony for the final new school of the district’s 2008 bond package. The school will be built in the Indian Springs subdivision at the southern tip of Comal ISD, in Bexar County. Members of the school board and Superintendent Marc Walker took a few moments to remember yesterday and look to tomorrow in terms of building needs for the district’s students. “This area is a microcosm of what we’re seeing, not just in terms of growth,” said David Spencer, treasurer of the school board. “It’s what we’re seeing in the diverse mix of attitudes, perspectives and lifestyles.” He noted the future students would most probably consider themselves from San Antonio, yet part of Comal ISD. “It gives you a great sense of the unity this school district brings,” he said, emphasizing the importance of building neighborhood schools. Spencer acknowledged that nearing the completion of the 2008 bond package was “a lot of work, but I sense the hard part is coming.” Walker agreed on both points. “This is the last school in this bond. It has been a long haul,” he said, warning that enrollment growth will demand “an elementary school, a couple of middle schools and a couple of high schools.” Because of the large area of the district—nearly 600 square miles—“at some point we are going to be the largest district in the state,” Walker predicted. David Drastata, vice-president of the school board, said that waiting for things to “get better,” is not the way to respond to the anticipated enrollment growth. “It is incredible how our school district has responded in addressing the needs of this high growth area we live in,” he said. “And we are going to continue, in spite of the challenges and obstacles, to move forward to facilitate the growth in this district.” In May, the school board approved a guaranteed maximum price of $15.5 million for the construction of the school. Completion is slated for the 2012-13 school year. The design is similar to Kinder Ranch Elementary School, which is scheduled to open in August, and Garden Ridge Elementary School, which opened this school year. SHW Group is the architect and Baird/Williams Construction is the general contractor. Approximately 25 representatives of SHW, Baird/Williams and Comal ISD attended the ceremony. The district’s demographer projects enrollment to increase by nearly 600 students, to 17,721 next year. By the time the elementary school at Indian Springs opens, enrollment is projected to be 18,421.  In attendance:  David Spencer (Comal lSD School Board treasurer), David Drastata (Comal lSD School Board vice president), Walter Estay (SHW Group), Thomas Bloxham (Comal ISD assistant superintendent for support services), Bill Swint (Comal lSD School Board secretary), Ken Kjelland (Baird/Williams Construction), Dr. Marc Walker (Superintendent of Comal ISD) and Frank Baker (Comal lSD School Board president).

Do Texas Public School Districts keep pushing School Bonds knowing that, in the end, they will never get out of debt? Is a School Bond taxpayer money?yes. Once a School Bond is passed, more taxpayer money is needed to pay the contents of the administration and/or school building. It's like a disease, it keeps on spreading, until VOTERS say NO MORE of my money until Texas Public School Districts start showing "Transparency" of how administrators are spending taxpayer money on education, education, education. Not on special favors, not on rewarding employees that become school consultants, not on lavish schools, not using taxpayer's nickels for private transportation and the list goes on.   It's called ACCOUNTABILITY.

 Senator Van de Putte and Representative Thompson File Legislation to Strengthen Human Trafficking Laws

(AUSTIN)March 2, 2011  — Senator Leticia Van de Putte (D-26) and Representative Senfronia Thompson (D-141) continued their legislative leadership against human trafficking by filing legislation which will strengthen state policies to protect and assist human trafficking victims. The bills will give law enforcement, prosecutors, and service providers the tools to advance the fight against human trafficking, while also providing prevention strategies, protections for victims, and increased punishments for offenders of this horrendous crime.

"Human trafficking is a form of modern-day slavery," Van de Putte said. "This legislation is necessary to protect victims, punish offenders and get us one step closer to stopping a practice that is so vial and inhumane."

"There will be no more silence for the vulnerable women and children who are preyed upon and cheated out of their livelihood," added Representative Thompson. "These bills will give our law enforcement, prosecutors, and judiciary the means to fight human trafficking effectively."

Senate Bill 24 and House Bill 7, filed by Senator Van de Putte and Representative Thompson respectively, incorporate recommendations from the Texas Human Trafficking Prevention Task Force report issued by the Attorney General in January 2011. During the 81st Legislative Session, the Texas Legislature created the Human Trafficking Prevention Task Force — through House Bill 4009 — in an effort to create a statewide partnership between law enforcement agencies, social service providers, non-governmental organizations, legal representatives, and state agencies who are fighting on the front line against this crime. Since then, the Task Force has proposed comprehensive legislative recommendations that better protect both adult and child victims. The proposals submitted in the bills are recommendations approved by all 47 members of the Human Trafficking Prevention Task Force. Some of the legislative recommendations that are incorporated in this legislation are to:

  • Enhance the human trafficking statute by clarifying the definitions of sex and labor trafficking
  • Extend the criminal statute of limitations for human trafficking crimes
  • Require an offender who is convicted of sex trafficking to register as a sex offender

11/11/2011 Thank OUR VETERANS,
OUR HEROES;
Soldiers, Sailors,Airmen and Marines

A war veteran puts his life on the line for Duty, Honor, Country, Family, Fellow soldiers, and Self. They sacrifice a secure living at home with a family. Most times they sacrifice their health and safety to complete the task given to them. They sacrifice having warm meals, a dry snug place to sleep, clean comfortable clothing, personal hygiene, their youth, their personal security, and many other... things. The vast majority of soldiers that suffer from the effects of war do so knowing that there is no definitive cure for whatever ails them. Lost limbs cannot be replaced, clean slates of conscience cannot be given to a troubled mind, and painful memories cannot be erased. What many seek is not necessarily a cure as much as it is acknowledgement of the state of their physical and mental health as well as the sacrifices they have made. We have more than 150,000 men and women deployed, with their families at home also making a sacrifice in the name of protecting America. These brave soldiers have quite the footsteps to follow as generations before them have left a remarkable legacy of preserving our nation's liberty and justice. This Veterans Day, I hope we all pause to remember this enduring commitment and sacrifice. Veterans are tough.

God Bless our Troops and Our Veterans, without them America would surely perish.  US Dept.of VETERANS AFFAIRS http://www.va.gov/

Fr: mom ~ By 2nd. Lt.  ---- ------- [beginning]
On the evening of July 24, I was graced with the opportunity to meet some of my heroes. They live right here in Bulverde – you, yourselves have probably shared a dinner with them, waved in passing, or driven by them. You may call them “neighbors” or schoolmates or coworkers. They are the veterans and current service personnel who are forever a part of the Armed Forces; they are the mothers, fathers and relatives of these individuals who offer their loving support and, unfortunately, have or may have to weather the tragic news of a loved one being taken too soon.
They joined me in the council chambers of City Hall that evening to shake hands and offer stories. How small I felt with my seven months of service in the midst of several hundred years of military experience imbued in the many veterans honored that night. My bare right arm, without a combat patch, mixed in with the families of those who are wondering what their sons and daughters are doing in Iraq at the moment. I was humbled seeing my mother hug the tearful parents of -----------, who gave his life in that same country where many of us will eventually serve.
It was a feeling that was surreal, but also a blessing. I deploy to Iraq in December, and though I am still very anxious, I felt something inside rest. It was the realization that although I may be in another country, surrounded by a foreign culture, and that I would have to leave Bulverde, Bulverde would not leave me. I will always carry, in my heart, the support the people of Bulverde showed me that night.   [end]
Not only did our son remember this special night but the people of our community reinforced their support with every card, letter, email, gift and package they sent. -----, now a seasoned 1LT combat veteran, will be returning home early next month. It has been over a year since we have seen our son and I am so looking forward to his homecoming! My husband and I will be at the  Fort Campbell airport to welcome him and his troops home. I would like to thank everyone who has supported him and his troops over the past year of deployment. If there are any messages you would like me to pass along to him and his troops please email me at  ------- or drop them off at our house. And please continue to support our troops!

I can envision a smile for
a card or note received, that

Thank you for our  freedom.

A little piece of home warms our

It keeps them going and fills

My brother even told me that
my letters are Precious to him
and he appreciates them very
Much.

From mom:
If people would send some of his
troops just a simple card if nothing
else.
Having personally experienced
separation from family while I was
on active duty, I can tell you
that it means  so very much to
receive mail.
There were days that it seemed
everything went wrong but
a card in the mail made the
whole day worth living and
gave me back a positive attitude.
His Dad and I do what
we can sending a full flat
rate box each week to our son
which he shares with his troops.
Those who receive share with
those that don't.

~~~~~~~~~~~~~
Back in September of
2005, on the first day
of school, Martha Cothren,
a social studies school
teacher at Robinson High
School in Little Rock,
did something not to be
forgotten.
 On the first day of school, with the
permission of the school superintendent,
the principal and the building supervisor,
she removed all of the desks out of her
classroom. When the first period kids
entered the room they discovered that
there were no desks.
Looking around, confused, they asked,
'Ms. Cothren, where're our desks?'
She replied, 'You can't have a desk until
you tell me what you have done to earn
the right to sit at a desk.'
They thought, 'Well, maybe it's our grades.'
   'No,' she said.
 Maybe it's our behavior.' She told them,
'No, it's not even your behavior.
And so, they came and went, the first period,
second period, third period. Still no desks in
the classroom.
By early afternoon television news crews
had started gathering in Ms. Cothren's
classroom to report about this crazy
teacher who had taken all the desks
out of her room.
The final period of the day came and as
the puzzled students found seats on the floor
of the deskless classroom.
Martha Cothren said, 'Throughout the day no
one has been able to tell me just what he/she
has done to earn the right to sit at the desks
that are ordinarily found in this classroom.
Now I am going to tell you.'
At this point, Martha Cothren went over to
the door of her classroom and opened it.
Twenty-seven (27) U.S. Veterans, all in
uniforms, walked into that classroom,
each one carrying a school desk.
The Vets began placing the school
desks in rows, and then they would
walk over and stand alongside the wall.
By the time the last soldier had set the
final desk in place those kids started to
understand, perhaps for the first time in
their lives, just how the right to sit
at those desks had been earned.
Martha said, 'You didn't earn the right to
sit at these desks. These heroes did it for
you. They placed the desks here for you.
Now, it's up to you to sit in them. It is your
responsibility to learn, to be good students,
to be good citizens.
They paid the price so that you could
have the freedom to get an education.
Don't ever forget it.'
(By the way, this is a true story.)
If you can read this, thank a Teacher.
Since you read it in English,
Thank a Soldier.
