When Comal Independent School District put forward a bond measure to voters in 2008, it included a new elementary campus near Sattler off Farm-to-Market 306.  What voters are actually getting is an elementary school in Bexar County, near the intersection of Bulverde Road and Borgfeld Drive in the Kinder Ranch subdivision, on the cusp of San Antonio. The school district broke ground on Kinder Ranch Elementary on June 8 and expect it to take 12 months to complete. It will be ready for students by the 2011-12 school year.read more

Combs Releases Groundbreaking Report on School Spending and Student Achievement

(AUSTIN) — Public school spending per student has increased by 63 percent during the last decade, outpacing both enrollment growth and inflation. With a budget-cutting session of the Texas Legislature approaching, and school districts under pressure to do more with less, a new report by Texas Comptroller Susan Combs could help trim school spending without sacrificing educational quality. 

Connecting the Dots: School Spending and Student Progress identifies Texas school districts that achieve strong student performance while keeping spending growth to a minimum. The report and a companion website provide a unique analysis of public education spending and academic results, allowing lawmakers and school districts to compare similar public and charter schools across the state, identify efficiencies and make substantive improvements to get the most value for the dollars spent.

“We all want students to excel academically, and it takes a certain amount of spending to realize that goal, but what is the right amount?” Combs said. “We need to fully understand the relationship between student progress and spending.”

The 2009 Legislature directed the Comptroller’s office to develop a method to compare school districts on a level playing field and to determine which districts and campuses allocate their financial resources in a manner that contributes to high academic achievement and cost-effective operations.

“In a state as large and diverse as Texas, drawing apples-to-apples comparisons is no easy task,” Combs said. “Our school districts vary greatly in geographic size, student population, demographics and costs. Many factors influence student learning, including factors both in and outside school.  Similarly, the cost of education is influenced by many factors, some beyond the districts’ control.”

Drawing upon data from the Texas Education Agency and the Texas Schools Project of the University of Texas at Dallas and the expertise of UT-Dallas, UT-Austin, Texas A&M University and Texas educators, the Comptroller created the Financial Allocation Study for Texas (FAST) methodology, a first-of-its-kind system that ensures fair and unbiased comparisons of school districts and campuses. FAST was reviewed by multiple in-state and out-of-state experts to validate its methods and findings.

“What we created is a new kind of report that uses a unique rating system to balance student progress against school spending in an unbiased fashion,” Combs said.  “The FAST system includes controls for the diverse range of students and the varying educational costs in Texas school districts — resulting in realistic and useful comparisons.”

Using FAST methodology, each school district and campus, including charter schools, is assigned the following:
• A rating of student progress in reading and math, measured using a value-added model with controls for the varying characteristics of students, campuses and districts.
• A spending rating, from “Very Low” to “Very High,” that rates the district’s spending compared to up to 40 peer districts that operate in similar cost environments, are of similar size and serve similar students
• A FAST rating, from one to five stars, that integrates academic progress and spending to identify districts that produce strong academic growth at a lower cost than their peers. School districts that earn five stars have a “Very High” student progress rating and a “Very Low” spending rating. Alternately, one-star districts have very low student progress and very high spending compared to their fiscal peers.

Only 43 of the 1,235 school districts and charter schools the Comptroller analyzed received a five-star FAST rating.

“The ratings do not judge the relative value of spending versus academic progress,” Combs said.  “Different schools have different priorities and constraints.”

Online tools also allow comparisons among peer districts using different lenses such as dropout rates, transportation spending or math scores. No other report offers the same level of detail.

Connecting the Dots includes a compilation of Smart Practices that provide blueprints for improving school operations. The Smart Practices were gathered by studying five-star school districts and charter schools, contacting other districts showing low spending or strong academic performance and consulting education experts.  The Smart Practices include innovations in facilities, business services, staffing, technology and student services.

Connecting the Dots makes 20 recommendations to give school districts greater flexibility to enact efficiencies.  These are a few of the recommendations:
• Share school facilities and services with community colleges and other local government entities to generate cost savings for all.
• Encourage school districts to use purchasing cooperatives and compare prices for goods and services with prices available through the state procurement system.
• Increase the educational opportunities available to students by reducing barriers to online coursework; and replace traditional textbooks with e-textbooks costing up to 40 percent less.
• Standardize reporting of campus financial data to help identify low- and high-cost programs.
• Relax the limit of 22 students in K-4 classes to permit an average of 22 students per class.

Connecting the Dots: School Spending and Student Progress is published in its entirety on the FAST website, www.FASTexas.org.  The website includes complete details of school districts’ Smart Practices, all of Combs’ recommended education policy changes and all of the tools users need to compare school districts through the FAST lenses and create detailed, customized reports on school spending and academic achievement.

The study and online research tools are available free of charge to anyone. The study will be updated annually, making it a tool that will continue to allow taxpayers to see where the money goes in public education, prompting further discussion of cost versus quality in education.

“Taxpayers are within their rights to expect exceptional academic achievement, and they are also entitled to receive the best value for their tax dollars,” Combs said.

Recognizing The Comal Independent School District in
Celebration of 50 Years of Educational Excellence
WHEREAS, the Comal Independent School District is celebrating its 50th Anniversary; and
WHEREAS In October 1956, an election was held to establish a rural high school district. It passed, and when the county school board officially approved the voter’s desire on November 12, it consolidated eight common school districts in Comal County — Bulverde, Danville, Davenport, Fischer, Goodwin, Mountain Valley, Sherwood and Solms. The Comal County Rural High School District was officially formed and classes started on September 1, 1957; and
WHEREAS, The site of Goodwin Rural High School, where the current Canyon Intermediate School sits, was chosen to be the location of the district’s new high school. After renovations were complete, the school officially opened its doors as Canyon High School in the fall of 1959 and graduated its first class in 1960; and
WHEREASAn election on April 23, 1968, created the school district that was thereafter known as the Comal Independent School District; and
WHEREAS The new Canyon High School was completed in 1973, on 50 acres of land originally purchased for $1,500 per acre. The school, which sits just off Interstate 35 in New Braunfels, was built for $2.4 million; and
WHEREAS, With the increased growth all around the district, it became apparent a new high school was needed to accommodate the students in the hill country. A beautiful 60-acre piece of land on FM 311 was purchased for $250,000 and the high school was built for just under $9 million. Smithson Valley High School officially opened in the fall of 1976 with approximately 500 students; and
WHEREAS New industries and people continued to move into the county, and by the 1981-82 school year, when the CISD celebrated its 25th anniversary, the district’s enrollment stood at 4,021 students. In 1985, a $19.96 million bond issue was passed to fund renovations to the district’s nine existing campuses and build a new Smithson Valley High School, which opened in January of 1988 off Texas Hwy 46. The district’s third high school, Canyon Lake High School, is scheduled to open north of Canyon Lake in August 2007; and
WHEREAS, Today, the CISD boasts 16 beautiful campuses and more than 14,100 students. In 2005, voters passed a record $189 million bond to fund the building of six new elementary schools while allowing Mountain Valley and Canyon Intermediate schools to become middle schools; and, so the growth and excellence continues.
NOW THEREFORE BE IT RESOLVEDthat the Commissioners Court of Comal County, duly convened and acting in its capacity as the governing body of Comal County, does hereby recognize the Comal Independent School District for:
"PROVIDING 50 YEARS OF EDUCATIONAL EXCELLENCE TO THE STUDENTS AND COMMUNITY OF COMAL COUNTY"      PASSED AND APPROVED this the 9th day of November 2006.

Soldiers, Sailors,Airmen and Marines

A war veteran puts his life on the line for Duty, Honor, Country, Family, Fellow soldiers, and Self. They sacrifice a secure living at home with a family. Most times they sacrifice their health and safety to complete the task given to them. They sacrifice having warm meals, a dry snug place to sleep, clean comfortable clothing, personal hygiene, their youth, their personal security, and many other... things. The vast majority of soldiers that suffer from the effects of war do so knowing that there is no definitive cure for whatever ails them. Lost limbs cannot be replaced, clean slates of conscience cannot be given to a troubled mind, and painful memories cannot be erased. What many seek is not necessarily a cure as much as it is acknowledgement of the state of their physical and mental health as well as the sacrifices they have made. We have more than 150,000 men and women deployed, with their families at home also making a sacrifice in the name of protecting America. These brave soldiers have quite the footsteps to follow as generations before them have left a remarkable legacy of preserving our nation's liberty and justice. This Veterans Day, I hope we all pause to remember this enduring commitment and sacrifice. Veterans are tough.

On the evening of July 24, I was graced with the opportunity to meet some of my heroes. They live right here in Bulverde – you, yourselves have probably shared a dinner with them, waved in passing, or driven by them. You may call them “neighbors” or schoolmates or coworkers. They are the veterans and current service personnel who are forever a part of the Armed Forces; they are the mothers, fathers and relatives of these individuals who offer their loving support and, unfortunately, have or may have to weather the tragic news of a loved one being taken too soon.
They joined me in the council chambers of City Hall that evening to shake hands and offer stories. How small I felt with my seven months of service in the midst of several hundred years of military experience imbued in the many veterans honored that night. My bare right arm, without a combat patch, mixed in with the families of those who are wondering what their sons and daughters are doing in Iraq at the moment. I was humbled seeing my mother hug the tearful parents of -----------, who gave his life in that same country where many of us will eventually serve.
It was a feeling that was surreal, but also a blessing. I deploy to Iraq in December, and though I am still very anxious, I felt something inside rest. It was the realization that although I may be in another country, surrounded by a foreign culture, and that I would have to leave Bulverde, Bulverde would not leave me. I will always carry, in my heart, the support the people of Bulverde showed me that night.   [end]
Not only did our son remember this special night but the people of our community reinforced their support with every card, letter, email, gift and package they sent. -----, now a seasoned 1LT combat veteran, will be returning home early next month. It has been over a year since we have seen our son and I am so looking forward to his homecoming! My husband and I will be at the  Fort Campbell airport to welcome him and his troops home. I would like to thank everyone who has supported him and his troops over the past year of deployment. If there are any messages you would like me to pass along to him and his troops please email me at  ------- or drop them off at our house. And please continue to support our troops!

His Dad and I do what
we can sending a full flat
rate box each week to our son
which he shares with his troops.
Those who receive share with
those that don't.

our students as long as it's

Back in September of 

2005, on the first day
of school, Martha Cothren,
a social studies school
teacher at Robinson High
School in Little Rock,
did something not to be
forgotten.
 On the first day of school, with the
permission of the school superintendent,
the principal and the building supervisor,
she removed all of the desks out of her
classroom. When the first period kids
entered the room they discovered that
there were no desks.
 
Looking around, confused, they asked,  
'Ms. Cothren, where're our desks?'
 
She replied, 'You can't have a desk until
you tell me what you have done to earn
the right to sit at a desk.'
 
They thought, 'Well, maybe it's our grades.' 
   'No,' she said.
 
 Maybe it's our behavior.' She told them,
'No, it's not even your behavior.
 
And so, they came and went, the first period,
second period, third period. Still no desks in
the classroom.
 
By early afternoon television news crews
had started gathering in Ms. Cothren's
classroom to report about this crazy
teacher who had taken all the desks
out of her room.
 
The final period of the day came and as
the puzzled students found seats on the floor
of the deskless classroom.
 
Martha Cothren said, 'Throughout the day no
one has been able to tell me just what he/she
has done to earn the right to sit at the desks
that are ordinarily found in this classroom.
Now I am going to tell you.'
 
At this point, Martha Cothren went over to
the door of her classroom and opened it.
 
Twenty-seven (27) U.S. Veterans, all in
uniforms, walked into that classroom,
each one carrying a school desk.
The Vets began placing the school
desks in rows, and then they would
walk over and stand alongside the wall.
 
By the time the last soldier had set the
final desk in place those kids started to
understand, perhaps for the first time in
their lives, just how the right to sit
at those desks had been earned.
 
Martha said, 'You didn't earn the right to
sit at these desks. These heroes did it for
you. They placed the desks here for you.
Now, it's up to you to sit in them. It is your
responsibility to learn, to be good students,
to be good citizens.
They paid the price so that you could
have the freedom to get an education.
Don't ever forget it.'
 

(By the way, this is a true story.)
